- Coordinate with the Government the investigation of new technologies
and concepts to support Information Management system interoperability
and decision support.
- Research potential technologies that will improve Information
Management system interoperability and decision support.
- Research on-going and projected architectures that support Information
Management system interoperability and decision support and document their
impact on existing systems.
- Conduct analytical studies to include proposed system requirements
to ensure fulfillment of mission requirements; and technical evaluation of
engineering problem areas and the development of solutions to these problems.
- Conduct system feasibility studies that include requirement definition and
cost performance analysis.
- Conduct system trade-off studies that evaluate multiple solutions to problems
and result in recommendations of the most technical and cost-effective solutions.
- Develop prototype designs that recommend the most appropriate methodology required
to verify the results of a prior analytical study.
- Develop experimental/prototype hardware/software demonstrations to include acquiring,
assembling, and integrating all hardware/software required to conduct verification/validation
of the analytical study.
- Provide technical input to System Requirements Documents and perform system or
segment requirements analysis to include feasibility analysis, top-level requirements
definition and cost performance analysis.
- Provide on-site engineering to support Government technical staff.
- Develop a Technology Integration Methodology for retrofitting, insertion and
transition of technology.
- Provide requirements analysis, design, coding, testing, fielding, and
familiarization for development and transition of new technologies in support
of mission requirements.
- Test, evaluate and demonstrate how the software developed under this effort
will meet the current and future operational needs of the warfighter.
- Participate in technical project review meetings as identified in the delivery
order schedule. Present the status of the technical progress made to date in the
performance of the delivery order, successes, lessons-learned, and significant issues.
- Continually determine the status of the delivery order effort. Provide comprehensive,
yet succinct reports documenting progress toward the accomplishment of delivery order
objectives and requirements.
- Document all technical work accomplished and information gained during
performance to permit full understanding of the techniques and procedures
used in evolving technology or processes developed. Include all pertinent
observations, nature of problems, positive and negative outcome, and design
criteria established where applicable. Document procedures followed, processes
developed, “Lessons Learned”, and other useful information. Cross-reference
each design, engineering, and process specification delivered to permit a full
understanding of the total acquisition.
- Evaluate the planning performed for the use of non-developmental
software (i.e., commercial off-the-shelf (COTS), reusable, or Government
furnished) to ensure that all delivery order requirements are met. Evaluate
the software to determine whether the software performs as documented prior
to incorporating acquired software into software being developed under the
delivery order. Certify that the non-developmental software performs as
documented and is adequately documented for the intended purpose.
- Software. Deliver all computer software developed, assembled, or acquired
to be completely maintainable and modifiable without reliance on any non-delivered
computer programs or documentation in accordance with the delivery order schedule
and the following:
- Deliver all computer software developed under the delivery order as source
and object (executable) code on some media. Include the commented source listings
and source coded for the target computer system.
- Evaluate the planning performed for the use of non-developmental software
(i.e., commercial off-the-shelf (COTS), reusable, or Government furnished) to ensure
that all delivery order requirements are met. Evaluate the software to determine
whether the software performs as documented prior to incorporating acquired software
into software being developed under the delivery order. Certify that the non-developmental
software performs as documented and is adequately documented for the intended purpose.
- Transfer all purchased or licensed software used during development or as a component
for the delivery order upon completion; include licensing and maintenance agreements
and original media software and documentation.
